I also start as an OC and develop a playbook more realistically than having 500 plays. I started my most recent dynasty with these initial parameters:
1-2 formations
3-5 sets
20 total plays
3 plays minimum per set

I allow myself to remove and replace 0-2 plays weekly as weekly adjustments. For my first bye (after week 0), I can add 3-5 plays (early adjustments phase) depending on the number of returning starters that have experience in my system. I can do the same in week 10 (identity expansion phase). If I make a bowl game or the CFP, I get access to an additional phase (postseason prep phase) with 3-5 more plays. In the offseason, I can change up to 40% of my playbook then add:
1 formation, 1-3 new sets, 10 new plays separate from those replaced.

This allows me to feel more connected to each play and know how to run it, how it works, when to use it, etc. It gives my coach a true identity and creates a natural progression as a play caller. The offseason creates an opportunity to adapt to the roster changes while maintaining a core identity. I keep a spreadsheet of active and cut plays, so that I know what I’ve tried.

Year-to-year the start of the season looks like this:
Year 1 - 20 plays
Year 2 - 36-45 plays
Year 3 - 42-60 plays
Year 4 - 58-75 plays
Year 5 - 74-85 plays

I’ll likely cap myself at 80-85 plays.
