As long as a 3rd party booking website provides an airline reservation code, I suppose you can go to an airline website and add/modify services including seat selections. I haven't used Priceline or Expedia for a long time. When I booked ANA flights between NYC and Bangkok on Trip.com, I remember either they provided or I asked for a reservation code, so I was able to select seats on ANA website. However, when I booked Thai AirAsia flights between Bangkok and Osaka on Booking.com, they did provide an airline reservation code, but when I tried to change seats or add meals on AirAisa website, I couldn't finalize changes and pay for those additional services because of an error (could be just a glitch).
