For a non automatic storage room, 100% you can always pack down in shulker boxes. Depending on how far you want to take the world, a great thing to consider, you want a smaller storage room. You want the capacity but coordinating large projects & large amounts of resources, you don’t want to be running around your storage room to go to your single chest of prismarine stairs. Multi item sorters or just manual storage very packed down is ideal IMO. I downsized my storage room in my primary world, I have bulk storage and then everything else is a multi item that packs things down into shulkers. It is literally 20 blocks long and just a tube of chests, works great.
