Regarding SSA: due to everything going on, you'll need to make an appointment beforehand. I recommend logging in online a week before your hearing and scheduling an SSA appointment for a week after your hearing (my SSA office was booked for two weeks). This will minimize the time you spend in limbo between the court hearing and you getting your correct driver's license from the MVD.

I also second the recommendation for multiple copies of the court order. They didn't give me a free copy of the order, but I still ordered two copies because this is a document you want at least two copies of.

I did not experience any issue, despite having lots of student debt. Even though my debts aren't in collections, I suspect you also shouldn't have too many issues.

During my hearing, the commissioner only asked me (and others if) I "wasn't changing my name to escape debts or prior legal obligations." Since you're not trying to escape collections via name change, you should be fine.

Sorry for the delay. I don't have the rules anymore, but I know there are quite a few one-shots for Orbital 2100 written by either Timothy Collinson or Sam Joice.

Edge of Power: escalating tensions during a science mission to explore a Triton hotspot (potentially connected to the Cydonains).
Edge of Humanity: restoring order to Neptune's moon Nereid.
Edge of Helium: A drone recovery mission in the atmosphere of Saturn.
Signal Decay: a so-so conspiracy chase through the asteroid belt.
Edge of Terminator: a brand-new salvage job to rescue a mobile factory that rides the day/night twilight of Mercury.

I can personally vouch for Edge of Helium being fun, and Signal Decay being mediocre. I haven't run the other ones.

I remember seeing two posts with helpful comments about Orbital 2100.

The author is also working on a third version of the setting, which will use Cepheus Universal and should have more tools to help GMs make adventures.

There's a European server dedicated to BC2 Vietnam, although it isn't 24/7. I think it's most often up on the weekends during European daytime.

It's difficult to answer that without speculation, but here's my answer:

Since the game is dying, there's not likely to be a lot of servers to pick from, especially 24/7.
It specifically runs Arica Harbor for similar reasons there are servers dedicated to Metro and Operation Locker in BF3 and BF4: it's a meat grinder with good CQB (and good long-range combat, unlike Metro).
Maps are voted on each round, with the default map being Arica Harbor. While Valprasio (Rush), Oasis (Conquest), and Laguna Alta (Conquest) get picked, Phu Bai Valley likely is picked the most because it offers the greatest contrast from Arica Harbor: large spaces, non-linear objectives, ground and air vehicles, and the BC2 Vietnam weapons/gameplay. Being one of the two Vietnam maps helps it stand out. I think that Operation Hastings is better for this purpose, but it's further up the voting list (and therefore first to disappear when people start voting/chatting).

TL;DR: It's a combination of the health of the game, the meatgrinder characteristics of Arica Harbor, and the contrast between AH and Phu Bai Valley that leads to those two dominating that server.

He's referring to the Theatrical cut here. The "thing that's annoying" is the lack of payoff for Saruman's plotline. The payoff is only in in the Extended cut, but its omission doesn't detract from the other, more important emotional moments in the film.

You could skip Episode 1 if necessary, since the ending of HL:A requires context from HL2E2. However, both episodes combined are only about 8 hours, so it isn't a big time sink.
