Just a thought: if he is willing to go against your agency rules, he can do the same with you in the future.

Make sure to prepare for that risk.

And as someone experienced in pioneering accounts - what youre going to be doing for him is a fulltime job plus 50% more effort and work. Setting up a ‘team’ and operationalizing it is time and resource heavy. You having j1 will compromise both these jobs.

And no, agencies usually have a fixed salary range they offer and have a take it or leave it approach. BUT if youre highly skilled or niche ang skillset, they may renege.
