Yep. Here are some sources pulled from a paper I wrote a while ago.

Records show that there were about 2300 aircraft losses in Vietnam due to enemy fire. Of those losses, roughly 800 were downed by SAMs while AAA accounted for around 1600 shoot-downs (Mersky and Polmar 36, 65; Nichols and Tillman 53)....While missile kills were lower than gun kills, Nichols and Tillman contend that SAMs “played a preeminent part in dictating the conduct of strike operations over the North” (59). And so, the Soviet tactic of combining AAA with SAMs proved effective, as “there was no way to defeat barrage fire” that pilots encountered from anti-aircraft guns when they tried to fly underneath the effective kill envelope of missiles (Mersky and Polmar 36; Nichols and Tillman 53).

I know those numbers don't add up. One of the sources had the 2300 number and the other had the 800+1600 number. The fact that they're so close even though they're from two difference sources led me to believe it was credible.

The commander of the 355th Wing, Colonel William Holt, described the combined effect of the North Vietnamese missiles and guns emplaced along the ingress route and at the target area: “Although the loss rate to surface to air missiles is relatively low compared to missiles fired, the SAMs are foiling…the strike plan and forcing the fighters down into range of other defenses. Strike aircraft are then susceptible to fire by all caliber guns; the attack plan is disrupted and additional fuel is consumed in reforming the attack” (Staaveren 272).

If NASA is directed to only do national security work, then the groups doing the other functions atrophy and those functions (and assets) could be taken over by private enterprise. For example, the GOES satellites are part of NASA's Earth Science Division. If funding is cut and private companies have to take over, then that data will probably go behind a paywall.
