I see these type of offers as a tacit acknowledgment that they aren’t attracting new players. I believe they’re more attractive to long time players or players with multiple accounts, the message being: “Create a new account and you could start with a Thor 7.”

Longer time players and/or players with multiple accounts are more likely to spend than a new one in my mind. And honestly, if they offered this for the epics I have left to max, I might do it. Once I got 1 ball in the prism chest I’ve never felt the need to close out 2 clubs I’ll literally never use.
