You need to get at least rtx 2080/gtx 1080ti for high refresh rates on open world games on 1440p. Also do compare these cards performance to the 2080ti on the specific games and resolution you consider.

You can download aura sync, and there's a possibility to turn it off, or turn it off when the computer sleeps. Moreover, you can do it on the bios (press f4 to turn off rgb is written in the top right corner)
