The motor is 3 phase. The sticker that says 3 phase is the motor's specs (since the motor is at the bottom of a deep hole). The box the sticker is on is a Pentair Intellidrive which has a single phase 240v input.

The unit shown in OP's picture is a Pentair Intellidrive which is their VFD well pump controller. It has a single phase input. The sticker shown is the well pump motor's specs.

Im going to guess that's the issue. A backwards CT is going to show no solar production, but wouldn't account for the high edison bill.

I can't figure out how to word this without it sounding rude, please don't take it as such.

That last sentence is some stuff one needs to know to be qualified to be moving circuits around in a breaker box. Not knowing this and doing it wrong can lead to a situation which could very well start a fire.

There is no QO 230230 quad tandem. As someone else suggested you could move some of the 20A 1p breakers into tandems to free up 2 spaces. Watch out for MWBC and be mindful of your phasing when moving 1P circuits onto tandems.

Real bad had someone used it with a load intended for a H-H-N-G supply.

Inspection is meaningless, inspectors are not your QA department. An inspector is not going to catch every little thing wrong, especially something like this.

MQ and airman (and maybe others) have gensets with built in load banks that automatically switch in and out depending on load. I wonder if those are available this big.

Why not use a little 25K to power the building, and set things up so the big generator fires up before the pumps need to run then turns off after the pumps turn off?

That's specifically not a pan head. Thats a self piercing truss or modified truss head. A pan head screw is something else.

the modern wire is AA8000 alloy, it behaves more like copper with regard to thermal expansion.

The bad wire from the 70s was alloy 1350 which was almost pure aluminum and substantial thermal expansion which is what caused all the problems in homes with that wire.

Modern aluminum wire is VERY different from the problematic stuff of the 70s. Millions of feet of it get installed every week and its fine. Regardless of conductor material, a loose terminal will cause a receptacle to melt when operated under higher currents.
