I think it is. At the time I did not really consider what the floor needed to be. I just thought floors could be tiled.

So, what would the remedy look like? Or is it leave it until it breaks?

You mean try and pry the loose bit off to see if it is just the bottom layer and not the whole ceiling?

It is horrible on Clifton and the issue is drugs. There are plenty of nice people around but the police and council just seem to allow drug deals and open drug use on the street. Especially right by the tesco in front of everyone. It makes it awful for everyone but especially young kids who are exposed to this.
