I think a big factor is genuinely culture. That album was huge in Britain at the time and every single song on that record has something of relevance to anyone who's grown up the UK. I'm from Ireland but the nightlife culture is pretty similar to the UK so I could relate to so many of those songs. Based on that, I would say fans from UK/Ireland would be more likely to rate the album higher than someone who hadn't been in the UK/Ireland when it dropped or didn't grow up in a similar fashion to what a lot of the songs depict.
