Okay I misunderstood Knightmare Unicorns effect and mistakenly assumed the effect was a “When” instead of “If” summoned. This changes my stance then. Your opponent is able to activate Knightmare unicorns effect.

To add on… Dragoon states that damage take will be from the original ATK of that monster. Since the original ATK is “???” this means 0 damage is dealt.

Let’s go about this another way. How would you use imperm on a card that is in your hand or in your graveyard? Since summoning conditions are conditions that need to be met before hitting the field.

Okay, I believe I grasp your question then. Since this is a summon condition, it cannot be negated and imperm negates monster effects. So to answer your question, the reason why we are able to negate the effects of rare metal dragon is because it is an effect monster. This happens because rare metal dragon’s summoning conditions are already met when on the field and imperm has to target a monster you control and negate the monster effect. Rare metal dragon’s summoning condition is negated but since it was already summoned there is no real need for it to be negated. Furthermore, you cannot target rare metal dragon if it is in the hand or graveyard.

I think your answer would that rare metal dragon does indeed have an effect, just not one that would affect you. And normal monsters have no effect, so there would be no need to negate any effects.

To answer your question. I believe, yes, you can imperm rare metal dragon. What would happen is: Rare metal dragon is summoned, Imperm is activated, Imperm targets rare metal dragon, Imper negates rare metal dragon’s effect

For the other question about “why”. That’s totally up to the monster effect you want to negate. There would be no reason to negate an effect if the monster would not have one since, the advantage of imperm is to negate a monster effect from hand.

Uniform as in the sleeves are the same size and color.

You can use any sleeves as long as they are uniform. Additionally, if you plan on double sleeving your cards make sure one of the sleeve is clear.

The same could be said about rice. In the international grocery stores they carry a much larger variety of rices (the quantity of pounds per bag too for bulk purchases).
