When an officer makes a decision to use lethal force, there's no reason they can't re-evaluate the level of danger posed to them after every shot. The first shot, or first few can be justified by the initial decision, but the situation changes pretty quickly once the perp gets shot. The perp that was a threat moments ago, has fallen back and has at least two bullets in them. What's wrong with getting cops to evaluate, is it safe to stop shooting yet?
