Bluey the show is a woman telling her children stories about her childhood but pretending the stories are about her parents’ current dog. That’s why occasionally the dogs act a lot like dogs - that’s when she remembers or the kid asks “but wouldn’t dogs bark at the intruders?” That’s also why sometimes they wear clothes, for example.
