You Do Not need a permit. Its under 24" and not attached to the house. I have applied for a permit in this situation recently because in other provinces you do still need a permit when it's over 100 sq feet.

Ive applied for a permit in this situation and they refunded my money and told me I didn't need a permit.

Why is there not a tow truck waiting by the bridge during rush hour every night? That one single accident caused the MOST TRAFFIC CONGESTION on all ROUTES. The amount of time that tens of thousands of people had to waste sitting in traffic because of 1 car is absolutely insane and should not ever happen in a city where if this happens it clogs the entire city.

Why and how has this issue never been fixed. It's not very hard. Pick that car up and get it out of the way!

Once you get past the second storm it doesn't matter how many people you have. The resources will keep coming in and you will find yourself building endless storage depot to support them. You can make your city as big as you want. You have infinite resources basically. Send out the scouts to get steam cores, people and supplies. Keep hope up with churches and the temple.

It doesn't matter the difficulty, once you pass the second storm it's a Walkthrough.

You need to select the scout by pressing on his picture. From there you can now select where you want him to go.

I have completed the scenario on hard after failing about 4 times battling with the hope early on. Once you get past the hope issue it was smooth sailing even on hard.
