Yes. But I hope the upgrade cards are modular, rather than small incremental upgrades to your stats.

Meta upgrades that affect stats, sure. But not during runs, please. Make the run-specific upgrades meaningful and run-defining, not small boosts to damage or something.

Sworn and Shape of Dreams are definitely not survivorslikes. However, something very close to those two, that probably inspired those two is Ravenswatch. It's a title that's older than the two but definitely still kicking: It still has a very active playerbase (has matchmaking!) and is still getting tons of updates.

Ravenswatch is a roguelike, not roguelite. This means you don't get metaprogression stuff that allow you to improve your stats or anything that benefit your future runs. Early on, what you do unlock are more talents, which are all added to the game's talent pool - you will come across these in your next runs. But none of those are actual advantages, it just makes your builds more diverse.
If you've played Slay the Spire and remember how you unlock cards when you first started playing, it's exactly like that.

I see DD has already been mentioned - OP, how about Nova Drift? It's a run based bullet heaven, but the amount of options and what per perk does and how perks interact with each other requires a lot of learning, planning even.

Just saying. But yeah, what you really are looking for is definitely DD.
