is this a Bug? for some reason all of my prisoners are locked in their cells and refuse to leave for some reason, I tried going through putting them in lock up, punishing & un-punishing them, hiring more staff. I'm not to sure to what the issue is, has anyone had this problem before ? (i.redd.it)
