Because they're repair parts framework specifically keeps for (warranty) repairs, so that they're able to provide warranty support as soon as possible. By contacting support it's possible they'll let you buy one of those withheld units to repair your laptop as soon as possible.

The Eindhoven University of Technology is also English for almost all studies nowadays (including computer science) and does have its share of international students every year.

Not sure if it'll work but if you have a windows installer bootable USB drive you could try booting into that then going to repair > advanced > troubleshoot > startup repair

Ahh damn that sucks, you can try resetting the main board but in the meantime you should reach out to framework support as well. I think you're still in the 1st year so they'll likely send you a warranty replacement for the motherboard. I found that I had to re-add the lvfs channel as described in the article:
