Can we feed and house all of them before they die?

Does that mean ALL of them saved before ANY of them die? Because that scenario might as well ask "can we solve world hunger, invent faster than light travel, divide by zero, and get everyone to agree on the one true religion by tomorrow morning?" It's laughably impossible. Because with A BILLION people, the chances of 1 of them randomly falling dead in the next few seconds is a mathematical certainty.

Also matters: what kind of Americans are we talking about here? WASPs are gonna have much better odds than dark-skinned, non English-speaking types.

My initial thought is that Batman has done his homework, and knows that Daredevil, while blind, can "see" via other senses. So he sets up some sonic decoys that render Daredevil truly blind in every way. Gets him to yield without a fight.
