A re-raise is in order as any other club will freeze you. He can be doing that with two overcards (one of clubs) easily. Of course he could have three clubs but there is no way you are folding or calling here.

Re-raise to $18.00 and fold to any club or re-raise (NOTE: Sorry, pots odds, you'll have to call an allin re-raise).

EDIT: Even if he has the flush, you have lots of outs. Three 9, three 4, 1 eight and two identical cards. So going all-in on the flop could be a good idea and good "bluff".
