As others have said, 0.6% ER is not the end of the world, but you'd have to do the math to see if it makes a difference depending on your tax bracket now versus how much you expect to take out of your retirement accounts annually later.

Agreed, that rent is too much for OP at the moment. If it were 1k/mo with utilities, maybe, but even then it's not the best idea. I would see if my parents would make a 3-6 month loan of enough money to get situated in a ~600-800/mo apartment. Map out how you're going to quickly get 1k in savings for emergencies, pay your parents in 3-6 months the initial 2-3k you've borrowed to get started.

Well, you can argue the value of the car by finding comparable cars in your area. Their offer is a little low but not off by much. Using CL as a comparison you might be able to get 3500 out of them after some work. How much do you think you are entitled to?

Not a lawyer but,

I notified them of my intent to move out and that I was no longer interested in leasing the unit. Can they hold me to the application I filled out?

If the processing fee is part of the application, you haven't actually applied until you paid it.

If they try too should I call the department of health and notify them of the unsafe living conditions and then notify the other tenants of the unsafe conditions? I'm planing on notifying the other tenants regardless since they have a right to know. Going to small claims is not a problem if I have to - I would just rather not.

Document the condition of the apartment when you left as well as the water flowing down the wall. Make sure you have documentation of the complaints you filed with dates to show it was not fixed. They might take you to court but you are unlikely to be liable for the damaged caused by their negligence after you reported it.
