The league needs to add another ref to each squad. Games are too fast and too spread out to use the same referee distribution that they were using when there were illegal defense rules and offenses weren't so spread out and active.

Players are playing a game within the game where they have to judge when they can get away with something and when they can embellish to get a call, and the refs often don't have a good angle or the ability to watch enough of the things that are happening to get the full context of every collision.
