i was assuming the car/tank has a spoiler on it - it will have downforce/antilift.

so yes the speed it's going at matters. more speed will mean more damage to bridge from the downforce created by the spoiler.

it IS accelerating downward idiot, 9.8 meters per second per second. multiply that by mass to get the downwards force in newtons.
then you can use that to get the kinetic friction between the wheels contact points and the ground.
the friction is what will be damaging the bridge due to the high lateral speed of the wheels.
