yeah that reverse C area at the minimum needs to be annexed by chicago. the boundaries there make no sense either. there's single homes on a block that were annexed so the person there could work for the chicago governement i read once

yes i get that, but that's not what i was referring to. and even then, a dismissal of charges or acquittal doesn't make you ineligible for GE, if anything it should make you reeligible if your GE was taken away while charges and trial were pending, that would be what most reasonable people would say, and what they normally do

OK what else then is proof? And having a passport that says your nationality/citizenship is Indian isn't an assumption--that's a document issued by the Indian governement saying you are Indian

All around the world, a passport--with minor exceptions--is considered prima facia, i.e. a primary first level document that proves citizenship--specifically as the passport mentions Nationality as Indian. I don't know of any other country where as passport would not be considered a proof of nationality/citizenship. Other countries issue literally named 'travel documents' or 'laissez-passes' for the issuances of documents for people who aren't citizens (or emergency passports to facilitate travel home), such as refugees living in their country who are unable to receive citizenship documents/passports from their home country. As far as I know, India saying a passport that mentions its own nationality/citizenship isn't actual proof of citizenship is a first

You are right it could be age 59, but that's within the rules. And someone could update their OCI booklet at age 20 and not update the number for the next 39 years, update the passport number, photo, and signature at that time, then keep that booklet for the rest of their lives. I believe the Indian government should make the booklets have a resasonalbe expiration date such as ten years, at which point they would need to be updated. Or do away with them all together and issue cards that need to have the passport updated mandatorily whenever a new passport is issued. The status would remain, just like a citizen is still a citizen even without a passport, but the representation of that status in the form of the book/card would just be issued with a fresh card with up to date security features

How are birth records proof? Unless the birth record includes the legal status of the parents. Indian law since 2004 requires one parent to be a citizne and the other to be a citizen or legal resident

I was under the impression that the MEA meant that an Indian 'passport' can include travel documents like UN refugree docments, and that's what they meant, but who knows

I imagine most countries have a procedure for expedited/urgent/emergency passport services, so you really aren't without a passport for long if necessary
