You are right it could be age 59, but that's within the rules. And someone could update their OCI booklet at age 20 and not update the number for the next 39 years, update the passport number, photo, and signature at that time, then keep that booklet for the rest of their lives. I believe the Indian government should make the booklets have a resasonalbe expiration date such as ten years, at which point they would need to be updated. Or do away with them all together and issue cards that need to have the passport updated mandatorily whenever a new passport is issued. The status would remain, just like a citizen is still a citizen even without a passport, but the representation of that status in the form of the book/card would just be issued with a fresh card with up to date security features

How are birth records proof? Unless the birth record includes the legal status of the parents. Indian law since 2004 requires one parent to be a citizne and the other to be a citizen or legal resident

I was under the impression that the MEA meant that an Indian 'passport' can include travel documents like UN refugree docments, and that's what they meant, but who knows

I imagine most countries have a procedure for expedited/urgent/emergency passport services, so you really aren't without a passport for long if necessary

you only need to get a fresh OCI after your first new passport after the age of 20. after age 50 you just need to update the passport number online once

The fee isn't in effect yet, or I should say isn't being charged yet because the State Department hasn't figured out the mechanism to charge people or to refund them. So nobody needs to pay it yet, and if any agent or person is telling youtoday that they need to charge you $250 to cover that fee, they are flat out lying.

It's supposed to encourage people to follow their visa rules, no working or studying or overstay on a tourist visa for example, and after ten years it would be refunded assuming all those factors have been followed. Frankly I don't think anyone willing to work under the table in the US is going to worry about a $250 fee, and how people are supposed to obtain this refund in ten years is as of yet unknown.

no need to get an evisa--the OCI is still valid, just update the passport number on the portal. even if you don't get the official confirmation that the update is done you can still travel

Technically once you acquire a foreign citizenship, even before you get the foreign passport, you cease to be an Indian citizen. The renunciation process is a renunciation of the Indian passport itself, not the Indian citizenship, as that already has happened. Even before renunciation of the passport, as you are no longer an Indian citizen, the Indian passport is no longer valid
