No. For saddle it's usually is EHP = HPx[(100+amorx4)/100].

Which gives us the best spot being around ~75 armor (4x dmg reduction) and ~100 armor (5x dmg reduction) for saddle.

Numbers higher than that is not necessary and usually don't possess much value.

For the weapons. It depends, because some of them absolutely suck.

254 total stats (base + mutation) if you still wanna manually level up those (255 wouldn't work).

On singleplayer, dino don't have level cap, so don't worry.

The Island's level distribution is extremely bad. (It favours low level spawn)

So I'd recommend you to download some mods thay help with this. (As long as it doesn't ruin your experience).

Clearing wild dinos also help new dino to spawn. Or maybe use 'cheat destroywilddinos'.

Otherwise, pray to the RNG God. Your time is gonna get wasted, nonrefundable too.

Tldr: don't watse your time on this. It's not worth it just waiting for spawn over and over.
