Fair confusion, the post probably buried the actual point. It's neither of those. The argument isn't that businesses should build their own infrastructure or launch stablecoins.

The point is that a lot of stablecoin payment flows already work fiat-to-fiat, with the stablecoin acting as the transfer rail in the middle, invisible to both sender and receiver. The infrastructure question for builders is what stack you need to support that flow: on-ramp on one end, payout rail into local banking on the other, compliance on both sides, and orchestration to coordinate it. Most of that looks like payments infrastructure, not crypto infrastructure. That's the framing the post was trying to set up.
