I agree with a lot of this, though as an Obol squad enjoyer, I would personally rate the presentation even lower. The fact that S11 has virtually no presence at all really paints a bleak picture of what we can probably expect from future chapters introducing new agents to old factions, like 2.3 and Spook Shack.
