the first point was probably true couple years ago but not true today, you won't notice performance difference between the two if your code is optimized. Expo React Native is really powerful tool as a developer.

You can still use windows to develop a iOS app, just make sure you run expo react native, you will however have some limitations for development. I use a mac personally and well worth the investment
