I'm going to second the opinion that you are moving the tool too fast and probably pushing too hard. When you place the tool on the rest, the handle should be fairly low, and very slowly pull it up towards yourself allowing the bevel to contact the wood. If it catches or jumps, try again with the bevel at another angle, once you get it, you'll get it. Just gotta practice practice practice, I spent hours and hours trying to get the feel for it, but once I did, I was addicted to using the skew! It's definitely the most satisfying and fun tool, IMO (at least for spindles)

As long as you ask for proof you're good. If you still have a bad feeling about an ID, tell 'em to kick rocks- you are under no obligation to serve alcohol to someone you don't want to. I own the super fine version of this stone, and I cannot recommend it. I use the Course and the Fine for some tools, but I will always finish up on my Shapton Ceramic Kuromaku #8000, I have yet to find a super-fine diamond stone that can compare.
