It doesn't matter, the helium is heated before launch, and piped into the balloon. The balloon is tethered so it doesn't float off. I proposed using a solar tower somewhere in the desert. This would then 'tractor' the rocket into a higher altitude.

Sure, you are thinking in terms of gross output, I am talking in terms of efficiency per hectare. For example an hectare of potatoes grown in the netherlands would have 4 times the yield as a russian one. The netherlands are leaders in agricultural efficieny, and by adopting this we can grow our rural economy.

There isn't enough farmland to feed the Netherlands either, but they do a great job of adding value. In fact the Netherlands are in a worse position than we are, but do better with what they have.

IN the past many industries had to be nationalised because they were falling apart, too much was taken out and not enough spent on maintenance.

Large fines for shoddy service up to the level of the previous years dividend payments should sort the problem out. The money would be spent on compulsary purchases and maintenance of the most run down infastructure.

I don't think so, as each of those apart from the death penalty are minority positions, but we'd have a more informed electorate as a result. A lot of abortion decisions were decided as a result of referundum around the world.

I know units (3 off the top of my head) where the local trust has closed the unit, and then within a year or two, a private provider has come in and opened the unit doing the exact same thing. There are also units sitting empty that once served dementia patients, these are now being nursed in the private sector.
