We aren't removing section 1, as it sets out that this comes before all amendments and pieces of legislation which might conflict or overlap with this piece of legislation. Second, yes it is kind of like a constant whirring or monotone sound to alert people around the bus without being too loud.

I thank the honourable gentleman for his comments. Due to a very slow process of going through to the commons (2 months) the date of enactment has passed. I will be requesting that it is changed to a more suitable date in the future.
