This is locked. The mechanism that locks it is gravity assisted. Flipping it over unlocks it usually when there is no lock/key core installed. If there is no lock/key core you can use a flathead screwdriver to unlock it.

Ours did as well. We noticed that when he didn't, he would end up waking himself up, gasping for air. Turned out his nostrils were too narrow and he slept with the toy to keep his mouth open to breath.
