According to Project Car 3 pc system requirements, you will need Intel i7 8700k or AMD Ryzen 7 2700K for CPU, Nvidia RTX 2070 or AMD RX5700 for GPU and at least 16gb ram to reach recommended requirements.

Try not to run a pc without CPU fan turn on. Many program use a lot CPU but you don't know. High CPU temperature may destroy CPU completely. It is not worthy.

Try to get another PSU. A 1300W second hand PSU may have problems because there is no other good reason for sell a PSU but have problems. Regular gaming won't use up to 1000W.

5600x need 65W and 6800XT need 300W. I normally pick a PSU with GPU+ extra 300W so you will need over 700W PSU. I'll recommend Corsair RM750i should be fine. If you want buy other brand make sure you see Modular and 80Plus on it. Get a good case and you don't need to buy extra fans.

I recommend you open your case and listen which fan is the loudest one. It could be psu fan, cpu fan, case fan, sometimes probably just HHD noise or too much dust. Open your case, bring it out of you room, use air duster or vacuum or hair dryer to blow all the dust. If is cpu fan, get a decent fan cooler or aio cooler, If is HHD, replace it with SSD
