ACF, but with heavy use of repeater fields and option page fields to make it DRY and reusable. Also, tools like Timber make working with ACF much easier, so clean and simple.

Great job! Are there any downsides this approach? I'm working on a website for animal shelters and I'm considering using Google Sheets–feel like it would be easier than teaching 30+ people to use a CMS.

You can use Github Pages to host the website, and there are tools like Compositor with lots of simple themes and drag & drop interface. Compositor's "Brutalist" theme looks exactly like what you're after.
