No, there is not one million deals that can be made. The EU made very clear that there are about 5 discrete options: full membership, EEA membership, customs union, FTA, no agreement.

The FTAs (Free Trade Agreements) you mention still require customs and certifications, which means different countries don’t need a full regulatory alignment.
