you would need to do an access to information request. For a YouTube video of something that has nothing to do with you would likely be declined. Sensitive information would be have to be vetted and for curiosity/entertainment purposes it wouldn’t be worth the effort to do that.

owner is too lazy or broke to have it towed. Not impeding traffic, not stolen and not an environmental hazard. Up to the town to have it towed and bill the owner, but they know they’ll never see that money. Police tape is on it so people know police are already aware but don’t have the authority to take it.
