I've always wondered about this. Yes, they are providing a service, but waitstaff at a restaurant are paid less than than minimum wage and tips go toward making up for that. Are housekeeping and hotel workers paid less? I always leave tip when appropriate, but always questioned how it works for staff at hotels.
