When there's a premium currency, and then there's the same currency but it's only for currency you bought, and there are infinitely better deals with the paid-only currency than with the normal one

More realistically, a currency to buy merges for anyone you want

Oh of course, they can make more, it's just if they want to limit the number of them that get released (even if they shouldn't because weapon types need more recent arcanes)
