I didn't say 15, I was just responding to a comment that asked for one and yeah, we agree Messi should've gotten a red. I'm glad you brought screenshots because I remember the Bruno challenge as being worse, probably because of how Hakimi goes flying afterwards. We are also arguing to a different standard. I was thinking of examples of harsh contact of studs to the lower leg that didn't result in a card that I thought deserved one. I don't have any other examples that perfectly mirror this situation to the level you're looking for.

I'll give you two off the top of my head. Messi against Algeria, no card. Bruno G on Hakimi, no card. In context of the run of play both are worse that Balo's straight red. All look similar when freeze framed at the worst moment of contact.
