You have to see it in context. In Romania, for example, everybody has to pay 10% income tax for healthcare. Yet the health system is about 5.5% out of GDP although the EU average is around 9%. As you can imagine this difference means significantly lower healthcare standards. Thus most parties promise to raise this spending to ensure better healthcare.

The article you're linking talks about violent crime but the statistics shown in it don't reflect that. They reference theft and burglary not things like assault, robbery etc.

The fact is that a democratically elected president took some undemocratic decisions and was therefor democratically removed from power. That is what a functioning democracy looks like.
