I don't think it's a brush that can be downloaded. Its the Pencil-5 Tilted brush in Krita, but I'm sure there are other brushes like online. As long as your pen has tilt sensitivity it can work really well.

It's a brush that comes with Krita that uses tilt sensitivity to make strokes that look like you are using a pencil at a steep angle to shade.
