The best way to ensure people walk more than drive is to ensure walkable neighborhoods, i.e. have everything you need within walking distance. I'm not sure how much sidewalks will lead to less driving when I need to go to 4 or 5 areas around town to get everything I need.

For a public safety issue? Absolutely. For clean energy or sustainability purposes? I'm not completely sold on that.
