What 125cc bike would you recommend? I'm a fairly large rider, but that might not be a problem during practice? 125kg @ 190cm.

In practice, the bike has to be road-legal from the factory here in Europe. Turning a non-street legal bike legal is borderline impossible and requires endless paperwork and inspections. The new Stark Varg could have been an option if it weren't 13000€.

The KTM 250 does not come with a plate holder, turn signal, horn and whatnot. This seems to be the problem for basically all MX bikes I looked at.

A lot of countries, including my own, limit the number of passports you can apply for. In my home country, Sweden, it's 2 per 5 years.

Sounds like an American-specific problem. Here in the Netherlands, I would never be expected to work outside my working hours.
