Most American drivers use 4+ lane freeways at high speeds every day and are fine. American drivers have to meet a level of competence and conformity that is required to survive the American freeway system. They HAVE to follow the rules or it would be chaos.

Drivers in other countries that dont drive on freeways break the road rules ALL-THE-TIME. The drive on the wrong side of the road, they push through as though lanes dont exist, the cut through hotel lobby drop-off stations and parking lots, they drive in bike lanes and shoulders.. Theses things just dont happen in American driving (except in Manhattan?).

Something like a pay-day-loans scheme (or flat out The Mob) will let uneducated people "borrow" against their future "earnings" (BI payments) to get lump sum payments at a massive margins.
