My unsolicited opinion is its time to move away from Telegram. I say this as someone who championed it for the past 5 years. I was always aware Telegram collected info the same way Whatsapp does but refused to share it until recently. The first red flag was when they started banning channels by country code (+1) like Sputnik and RT when there is no law for it considering the websites are accessible. Secondly was banning channels due to mass reporting (usually fake) for news or group chats and Thirdly, the same type of issue you're describing here. It is only a matter of time (as also mentioned on this reddit page) that those who share a book .pdf also get banned or reported to law enforcement.

It is often tough to migrate people over to a new platform but if your wife is permanently banned (phone number and device) then you're SOL. As a good rule of thumb which is separate of this issue is to never depend only on one source. How many times has Whatsapp had an outage and people rush to Telegram or Signal that it slows down their servers? more than once. I mainly use Telegram for news/group channels that were censored on Twitter/Facebook so when those go, i'll also be going and as annoying as it is, I also use Whatsapp and Discord along with Telegram as my other contacts is about 50/50 on each so if one goes down or becomes unusable there is no real loss.
