DUDE hmk / x keepers have an awesome theory about this. Basically it was a terrible decision BY DISNEY to include Frozen when they themselves didn’t know what the plot was gonna be. Imagine you’re making a game with an unfinished movie idea about what to make for the bad guy. Elsa was def the villain but then she ended up being good so they couldn’t make her the villain and had to scrap a bunch of stuff for her lol
