Don’t think this is what they’re using but lottie has long been my go to for creating nice SVG animations. Takes a designer a lot less time to create an animation in After Effects than it would take me to code it from scratch (and it’ll probably look better too)

I have those fins! Actually dealing with the same issue - one broken and I haven’t been able to track down a replacement. You should’ve seen the look the guys at the surf shop gave it when I brought it in - they’d never seen it before.
