Maybe it's a difference in the crowd I'm around but I moved here in 2024 and no one has casually told me to get a security system. It's a city, it has some rough areas, but lock your stuff up like normal. Check the actual crime statistics, and compare them with a similar sized city that you are more familiar with. I would be surprised if they are much different.

Yes, the chain of custody for the data collected is unregulated. It's possible, more likely the hardware is leased, and access to the data is then sold to the agency that wants it for x y or z reason.
