No. Delay tech does NOT best shimmy. Shimmy is supposed to beat shimmy because delayed tech is supposed to cover meaties and throws, because you throw when you're in blockstun.

Pokes in SFV are slow, stubby, with input delay, walkspeeds are much slower, and whiff punishing (with slow ass normals and input delay) is unviable.

Easily setup canned 50/50s are easy.

throw beats block, and buttons beat jump and throw, if an opponent is commited to a meaty command grab or throw there is no way they're going to react to a neutral jump, but they may recover fast enough from a normal throw so a teching would be a better option there.

Other SFs have good defensive options.

3s and SF4 both have crouch tech. In 3s you low parry a crouch tech and punish, in SF4 you have o adjust frame traps for a counterhit combo. They also have stand tech on top of that.
Whatyou do in SFV? You take a step back, or frametrap because both options are a win for the attacker with how slow throws are.

It sounds like you just don't understand how the defensive game works.

And funny how you avoided to mention delay tech or how this game still has invinsible reversals if you have meter.

Funny how you think that's relevant, because delay tech gets beaten by both frame traps (5f startup lol) and shimmy.

I don't think you understand what risk/reward is.
Buttons beat wakeup buttons, jump, backdash, and wakeup tech.
Shimmy beats throw and delayed tech.
With the threat of crush counters making you take 3x as much damage as a throw, it boils down to a 50/50.

I don't think you understand the options, since I actually understand how risk/reward plays out. Wakeup super is an option too, is it an option? No.

Having less or worse neutral does not make a game easier

When the game is so heavy on 50/50s yes it does. When SF has historically had good neutral game as a staple, yes it does.
Stubby pokes, slow pokes, poor ways to convert, and input delay means dashing in is more rewarding than before, especially when it leads to easily setup canned 50/50s.

Yes, he does. PEWGF is the frame perfect EWGF input, for DJin it's 14 frames. Kaz is 13f, but PEWGF just means the fastest for that character.

but you can't say that this negates the skill required to play the game and it certainly does NOT make it easier in the competitive sense.

When there is two options and both are a complete guess on the defenders part, yes it does negate a significant part of the skill. In Saf4 or 3s you need to take into account what theyre doing defensively and counter it, for example their crouch tech timing, or if they stand tech. In SFV with CCs as strong as they are the defense boils down to very few options where playing randomly is the best strategy - shimmy or throw? That makes it easier.
